The first step in the Pre-Draft Public Consultation phase is the publication of the Issues Paper and an invitation to make submissions. Submissions will be accepted from members of the public and prescribed stakeholders up until 4.30pm, on 31st July 2020.
The purpose of the pre consultation stage of the Development Plan making process, is to set out an overall strategy for the proper planning and sustainable development of the County and a broad structure for the Development Plan and the Core Strategy.
Section 11(2)(bc) of the Planning and Development Act 2000 as amended, prescribes that proposals for zoning of particular land for any purposes cannot be considered at this stage of the CDP process.
When a strategy and a set of policies have been determined for the Draft Plan, the issue of zoning will be considered in accordance with the Planning and Development Act 2000 as amended.
Public Consultation Timetable
Roscommon County Council will be holding the following public consultation events as part of the Pre-Draft Public Consultation Phase for the preparation of a new County Development Plan for the period of 2021-2027. The events will operate as a “drop in” event whereby members of the public will have an opportunity to engage with staff members from the Planning Department and discuss strategic issues relevant to the Development Plan preparation process.
Due to COVID-19 restrictions which continue to apply, a queuing system will be in place and attendees will be require to use hand sanitising facilities which will be available at entrance/exit points to each of the venues. Social distancing is to be practised at all times and attendees are encouraged to download the COVID 19 Tracker app before attending. Attendees will be required to provide contact details for the purpose of contact tracing.

Webinar with Town Teams
Webinar events were held with Town Teams in the county. The webinar included a presentation on the plan making process and highlighted the importance of engagement at the early stages in the process with a question and answer session at the end of the presentation.
